A vacant 3.25-acre site in Doral may soon be transformed into a retail-focused commercial development.
The Doral City Council is scheduled to review a rezoning application on Oct. 8, submitted by Holdings of Christopher LLC, which is co-owned by Jesus Ignacio Quintana, Jose Alejandro Quintana, and Ana Beatriz Quintana.

Located on the west side of Northwest 102nd Avenue, just south of Northwest 74th Street and adjacent to a county-owned waste management facility, the property is currently zoned “industrial commercial.” The developers are seeking to rezone it to “corridor commercial” to accommodate their plans for Prime Square, a mixed-use commercial project.
Under contract to Rieber Developments (led by Bernardo Rieber) and CMKD Holdings (led by Carlos Cadet and Claudia Raggio), the proposal includes:
40,000 square feet of retail and restaurant space
18,000 square feet of office space
Three buildings with a total of 215 parking spaces
The project still requires site plan approval. While current zoning would allow about 53,000 square feet of retail, the rezoning would support a more flexible, mixed-use design.

According to Rieber, the largest building in the project will be three stories, with parking on the second floor and offices on the third. He is already marketing the development as a commercial condominium and reports that 50% of the space is presold. Retail units are priced at $1,100 per square foot, while office space is listed at $750 per square foot. Cesar Youkhadar of Fortune International Group is handling sales.
Rieber noted strong demand in Doral:
“Occupancy is so high, and rents are so high, that demand is clearly there—and the sales reflect that,” he said. “The condo model works well for us because presales allow us to accelerate construction and reduce interest costs without taking on a large loan.”
Construction is expected to begin in Q1 2026, with a timeline of 18 months for completion. The project is being represented by local attorney Alexandra F. Cimo, with PPK Architects as the design firm.
According to Colliers’ Q2 report, 545,447 square feet of retail space was under construction in Miami-Dade County, including 66,481 square feet in the Miami Airport/Doral area. Much of this new space is part of mixed-use buildings or additions to existing centers, making standalone retail developments like Prime Square increasingly rare.
